For the Legatum Institute, an independent political consultant based in London, Uruguay is currently the 29th most prosperous country in the world. This position allows it to be the most prosperous country in Latin America and the Caribbean and the third of all Pan-America, only behind Canada (6th) and the United States (10th). As for the South American countries better positioned, Chile is 31st, Argentina 39th and Brazil 42nd. The worst-ranked South American country is Bolivia, which is in the 85th position. Furthermore, according to this ranking, Uruguay is the only Latin American country with “high” prosperity, a status reserved for the first 30 countries of the ladder. According to this ranking Chile, on the 31st position, has a “median” prosperity. To create the ranking, the institute intersects eight variables that affect economic growth or the well being of societies: the economy, health, education, security, opportunities for entrepreneurship, governance, social capital and personal freedom. The five most prosperous countries according to Legatum are Norway, Denmark, Australia, New Zealand and Sweden. In contrast, the five least prosperous of the 110 surveyed are Yemen, Pakistan, Ethiopia, Zimbabwe and the Central African Republic. This report was criticized, among others, by the former Finance Minister of the United Kingdom, Peter Mandelson. In an article published by Forbes magazine on the index published in early 2011, therefore the index prior to this one, the Briton said: "To use only economic measures to determine the success of a nation would be equivalent to determining the whole condition of a man just by taking a look at his bank account."
